Irresponsible owner or irresponsible feeder?

This cat was seen outside a flat on the second storey of a block of HDB flats. There were a bowl of water and a bowl of dry food.
Is this a home cat allowed to roam freely or a downstairs cat lured upstairs to be fed.
Either reason spells trouble for the cat.
Not everyone likes cat. All the town council needs is just one complaint about this cat and the pest controller will be in business!
What if the owners of the flat decide to sell off the flat and move away. This cat could be left behind and it won't know that it is not supposed to go upstairs anymore. The next lot of human beings who move into this flat may not be cat lovers. Again just one phone call to the town council and this cat is "dead meat".

So if you do really care about cats,
Keep your home cats indoor
Keep the community cats downstairs and feed them in discrete areas such as the back of the void deck. Always clear away any leftover.
The lives of the cats depend on our sense of responsibility.
