Will the Town Council Cull the "Creature" who did this?

One reason that the Town Council, HDB and NEA label cats as "nuisance" is that "they rummage dustbins!"
Thankfully no community cats are nearby or else they would be blamed, even on purely circumstantial evidence, just as cats are blamed for scratches already on cars but the car owners just happen to see the scratches when they shoo the cats off!
