Can the town council "cull" the species responsible for this "human nuisance"

Instead of trying to "catch" cat-feeders who not clear away left-over cat food, or who scatter kibbles on walkways at their convenience (such as "I am in a hurry to catch the bus"), instead of "luring" the cats to an isolated area to feed the cats, wait for them to finish, and remove any leftover, some town council officers (called property officers) will activate the pest controllers to "remove" the cats (= being killed at the AVA).

What about the leftover of these human-fed food? Will the property officers cull the humans who ate the food but their feeders (likely themselves as well) were not responsible enough to discard them into a bin just a metre away!!??
