Duck survives being shot with crossbow

The SPCA made it clear that a harsh punishment would be meted out if the culprit was found.

"In a case like this, if we were able to locate an offender, they would be facing maximum jail time of 12 months in prison, or a $50,000 fine," SPCA Senior Animal Welfare Inspector En Lakomy said.
